With the approval of the Beijing Municipal Government, Shougang has become a comprehensive pilot for deepening the reform of state-owned enterprises in Beijing. It was recently examined and approved at the 13th meeting of directors’ offices of the Municipal State-owned Assets Supervision and Administration Commission (the Municipal SASAC), and was submitted to the municipal government for approval. The notice of “The Plan of the Municipal SASAC on the Comprehensive Pilot for Deepening the Reform of Shougang Group Co., Ltd.” (hereinafter referred to as “the Plan”) was officially issued, requiring Shougang to implement the notice in an earnest manner.

“The Plan” aims to implement the latest policy and promote the spirit of the state and Beijing City on fully deepening the reform of state-owned enterprises, so as to accelerate the reform and development of Shougang Group, including background and significance, objectives and principles, work measures, supportive measures, organization and guarantee and appendixes “Supportive Matters and Division Table of Related Commissions, Offices and Bureaus On Shougang’s Reform and Development” and “Key Work Division Table in the SASAC on the Comprehensive Pilot for Deepening the Reform of Shougang”.

“Background and significance” of “the Plan” stresses that promotion of the comprehensive pilot for deepening the reform of Shougang is an important measure of the policy of fully deepening the reform of state-owned enterprises of the Central Committee, the state and the city. It also serves as an active exploration of carrying out the important instructions given by the municipal leaders, which will drive the reform and development of state-owned enterprises in our city in an all-round way through “comprehensive pilot, key breakthroughs, and promotion of the whole by the partial”.

It’s pointed out in “objectives and principles” that “overall objectives” are to fully promote the reform of the company system, perfect the modern enterprise system, deepen the reform of mixed ownership, improve the market-oriented operation mechanism, vigorously develop the supply-side structural reform and remarkably enhance the comprehensive strength of the company. “Basic principles” are to adhere to leadership of the Party, guidance of the problem, drive of innovation, open cooperation, overall development as well as steady implementation.

“Work measures” include nine aspects, namely, comprehensively promoting the reform of the corporate system, developing and deepening the construction pilot of the board of directors, deepening the reform of mixed ownership, exploring pilot projects for professional managers, deepening the reform of the internal salary distribution system, comprehensively improving the management and control system, carrying out pilot projects to develop the circulation of state-owned property rights of enterprises, speeding up the separation of enterprises’ role in exerting social functions and vigorously conducting the supply-side structural reform.

As for “supportive measures”, the related governmental departments will guide Shougang to improve the industrial positioning of the Beijing science and technology park, strengthen the resources docking with the core area of the scientific and technological innovation center and introduce scientific and technological innovation elements. They’ll also guide major national scientific and technological innovation projects to enter the industrial park, support Shougang to actively carry out market-oriented investment and financing model innovation, expand and strengthen Shougang funds, set up financial holding groups, and create industry chain finance and other matters involving strong support.

It’s pointed out in “organization and guarantee” of “the Plan”: “Strengthen overall guidance of the comprehensive pilot work of Shougang and monitor the implementation, coordinate and solve major problems of the comprehensive pilot, further set up and perfect the cooperative propelling mechanism of the relevant municipal departments in the development of Shougang reform and effectively deal with the relationship among reform, development and stabilization of the enterprise.”
